Cooperation agreements differ from traditional procurement agreements and are therefore not subject to the Federal Ordinance on Acquisitions (FAR). Like other transactional authorities, this approach gives agencies more freedom to shape the terms of an agreement around new or innovative efforts. For example, the FDA uses this freedom to advance food safety with states by funding the implementation of food safety rules. As the federal contracting landscape becomes increasingly complex, cooperation agreements represent an opportunity for some entrepreneurs to focus on a streamlined federal funding mechanism. Prior to becoming a consultant, Sandra was a Senior Policy Analyst at the OMB, where she oversaw the development of Grants.gov and grant policies. After OMB and Sandra worked in the private sector and returned to government where she was a data manager and senior advisor for grant policy at the Collections Accountability and Transparency Board. The Federal Government has implemented several of its Governing Body reporting initiatives. She led the Recovery Board project, which demonstrated the national grant coverage that underlyed the Pilot Project of Division V of the Data Act. Cooperation agreements and grants are „a legal instrument of financial support between a federal procurement agency or transit agency and a non-federal institution“ within the meaning of the OMB Uniform Guidelines (§ 200.24 for the cooperation agreement and § 200.51 for the grant agreement). .
